Voting Question: If I wanted to file a civil suit does it have to be in the state where I once lived?

In the summer of 2004 I lived with four other friends. One roommate, whom collected rent, decided not to pay the money to the property management. It is now on all of our credit reports that we owe the money. We lived in Iowa when it happend but now the roommate who stole the money and all the rest of us live in Illinois. Can I file a civil suit in Illinois or would I have to go to Iowa to do it?
